Interesting that there would be such a law. Does it apply to private gardens only or can one go topless, say, at the park?

Topless anywhere, Brooklyn Bridge, Central Park, West Side Greenway, on the streets, etc. I think the point was if men can go without a shirt, the women can do it, too. Not something that is used too often, but there are some ladies who make the statement.
